Bio

Cesar graduated from the Universidad de la República, Uruguay (UDELAR) in 1972.


Specialization

César specializes in Public Law, advising both national and foreign individuals and businesses on public tender processes, administrative petitions and appeals, private initiatives of state-run projects, public-private partnerships, nullity actions before the Uruguayan Administrative Court, and in unconstitutionality claims and defenses before the Supreme Court of Justice.

He has over 40 years’ experience in the practice of the law, both in adversary matters, actively participating in lawsuits, and in corporate and commercial matters, advising individuals and businesses in due diligence processes, mergers and consolidations, acquisitions of assets and companies, joint ventures, consortiums, shareholders’ syndicate agreements, free trade zone activities, and assisting major companies in the agriculture and livestock, agrochemical, automotive, and construction industries, among others.

He was a Legal Advisor of the Uruguayan Government (1978-1991, in the Children’s and Teenagers’ Institute; 1991-1997, in the Presidency of the Republic).

Academic Activities

César was an Administrative and Public Law Professor at Universidad de la República between 1986 and 2006. He has published various works and attended congresses and conferences, as a panelist and/or participant, on Administrative Law, Commercial Law, and Family and Children Law.



Memberships

He is a member of the Uruguay Bar Association and was a member of its Board of Directors. He is an Honorary Member of the Uruguayan Institute of Administrative Law – Universidad de la República. He also was a member of the Administrative Law Study Group.
